A massive child exploitation and human trafficking ring centered in Southwest Washington has exposed deep institutional failures, leading to multiple criminal charges and a sweeping civil lawsuit against healthcare provider Kaiser Permanente. The investigation centers on Dr. Michael R. Wilmington, a longtime pediatrician at the Kaiser Permanente Salmon Creek Medical Office in Vancouver, Washington, who was labeled an extreme threat to children before dying by apparent suicide in early May 2026. Authorities allege that Wilmington orchestrated a horrific network of abuse, hosting naked sleepovers and exploiting minors with the assistance of a coordinated group of co-conspirators.

Among the key criminal defendants are Chad Hartley, a former PeaceHealth medical assistant, and his wife, Anna May Hartley, who both face first-degree child trafficking charges for allegedly delivering a minor to Wilmington’s residence for exploitation. Investigators also arrested William J. Sneiderwine III, a registered sex offender, for conspiracy to commit child molestation and evidence tampering after he allegedly introduced the co-conspirators at a nudist event. Following the arrests, both Kaiser Permanente and PeaceHealth immediately terminated the respective employees and initiated internal reviews into their professional conduct and patient interactions.

The criminal exposure triggered a massive institutional lawsuit against Kaiser Permanente filed in King County Superior Court. The legal action alleges that Kaiser management ignored systemic red flags and explicit complaints regarding Wilmington’s inappropriate behavioral patterns and medical practices for nearly 20 years. Attorneys handling the litigation report that at least 50 individuals have already come forward with parallel allegations, pointing to a prolonged corporate failure to protect vulnerable pediatric patients.
